Abstract

This article analyzes the international experience in developing the seed production system as one of the key elements in ensuring food security and sustainable development of the agricultural sector. Based on data from international organizations, industry analytical agencies, and scientific studies, institutional, economic, and technological models of seed production functioning in the EU, USA, China, Canada, Australia, and the Netherlands are examined. Special attention is paid to the role of specialized seed production zones, government support measures, the interaction between science and business, as well as the dominant participation of the private sector. The conclusions obtained are compared with current reforms in the agricultural sector of the Republic of Uzbekistan, which allows substantiating the need for transforming the national seed production system based on public-private partnership mechanisms and expanding the competitive environment.
